The Storming Media report number is A893683. The abstract provided by the Pentagon follows: The Balanced Scorecard, developed by Robert S. Kaplan and David P. Norton, is a strategic management tool that has been successfully implemented in the private sector. This tool uses a balance of a historical perspective (financial) and three operational perspectives (customer service, internal business processes, and innovation and learning) that allow managers to readily evaluate an organization&#8217;s performance towards achieving its vision and mission. This study examines the applicability of the Balanced Scorecard concept to Government organizations as a potential strategic management tool. The Government organization chosen to test this applicability was the Naval Dental Center Pearl Harbor (NDCPH) because it was recognized in 1998 for its organizational excellence by receiving the Hawaii State Award of Excellence, and the author&#8217;s personal experiences onboard NDCPH as comptroller. The study centered on analyzing NDCPH&#8217;s Mission, Vision, Key Success Factors (KSFs), and performance metrics, for use in developing a proposed Balanced Scorecard framework. This was done by equating the KSFs with Kaplan and Norton&#8217;s perspectives and then matching appropriate performance metrics to the KSFs. A balanced Scorecard framework that followed Kaplan and Norton&#8217;s concept was recommended. The potential for adapting this framework to other Naval Dental Centers was also demonstrated.</p>

<p>   <b><u>Admission is Free</u></b></p>
<p>   The memorial is free, but you&#8217;ll must get there early, preferably by 8am (opens at 7:30am). If you get there after 10am the lines may get rather long and you can spend a few hours in line. The Battleship USS Missouri and Submarine USS Bowfin are in the same area &#8211; interesting to see of course, but it&#8217;s okay to skip them whether or not you&#8217;re pressed for time.</p>
<p>   <b><u>Personal Reflections</u></b></p>
<p>   There is a short, but quite well written blog entry from Bergita Asuncion detailing her recent trip to the memorial. In her final reflectivity, she describes her visit as an actual solemn experience. The Arizona staf give hope or courage to sheer quiet while visiting the memorial so that every visitant may ponder their own person thoughts.</p>
<p>   BTW, Pearl Harbor is next door to Aloha Stadium whether or not you&#8217;re in town for the Aloha Bowl! </p>

<p><strong>The event that brought the U.S. into World War II.</strong></p>
<p>If it had not been for the events that happened on that fateful day in 1941, the earth as we acknowledge it today could just be a lot different. The attack on Pearl Harbor was the single most principal element that brought the U.S. into World War II. Had the Japanese not attacked, the U.S. may not have gotten into the war at all, much fewer in time to come to a halt the Japanese and German forces.</p>
<p>Those visiting Pearl Harbor are treated with more than just a prospect to see the U.S.S. Arizona Memorial;  they similarly get the prospect to see the place where Japanese officials surrendered. The deck of the U.S.S. Missouri is the place that U.S. officials accepted Japan&#8217;s surrender and is percentage of some of the outstanding Pearl Harbor tours available.</p>
